Private capital: full participation in investment and management
The project is the first project in the city to be implemented in PPP mode, the first sewage treatment plant using advanced MBR membrane treatment process, and the first construction project to integrate sewage treatment plant with deodorization and capping.
It is understood that the project is invested by Beijing Bishuiyuan Technology Co., Ltd. and Xi'an Municipal Road Bridge Construction Co., Ltd. Beijing Bishuiyuan Technology Co., Ltd., Xi'an Municipal Road and Bridge Construction Co., Ltd. and Xi'an Wastewater Treatment Supervision and Management Center jointly established Xi'an Biyuan Water Co., Ltd. to be responsible for operation management. The factory is located in the protective forest belt of the formula River into the mouth of the river, with a total area of 121.84 mu. The total estimated investment of the project is 577 million yuan, and the daily sewage treatment is 200,000 tons. The sewage is discharged into the Weihe River through a process such as an aerated grit chamber, a radial primary sedimentation tank, a membrane grid, an improved A2/O process, and an MBR membrane pool.
Process leading: the first MBR membrane treatment process in the province
After 8 months of construction, the project has completed an investment of about 510 million yuan through the Kaicaotan Wastewater Treatment Plant. On June 30 this year, the goal of building the main water with water was realized. On July 29, domestic sewage entered the sewage treatment plant from the municipal pipe network, and the influent volume was 50,000 m3/d, and the activated sludge cultivation work began. On August 11th, the production pump officially produced water, which basically met the Class A standard of the Pollutant Discharge Standard for Urban Sewage Treatment Plants (GB 18918-2002). It is expected that the full-load commissioning and operation conditions will be reached by the end of this month.
It is worth mentioning that the MBR membrane treatment process adopted by the plant is the first in the province. The membrane treatment process has many advantages over the traditional process, which can greatly improve the quality of the effluent. “For example, after the traditional process, the suspended solids have fine residue, and after the membrane treatment process, the suspended solids are 0. In addition, the COD content is an important indicator for the treatment of sewage treatment projects, and the COD value of the traditional process water output is 20, and the recent evaluation of the outlet of the Kaicaotan sewage treatment plant, COD value of 13. This water quality can be directly used for municipal management and greening." Ye Wenlong, director of the Municipal Wastewater Treatment Supervision and Management Center told reporters.
Prospects for construction: Purifying the air to provide protection for pollution reduction
The odor in sewage treatment mainly comes from the biological reaction pool. The reporters in the Kaicaotan Sewage Treatment Plant saw that the bioreactor, sewage treatment sedimentation tank and filtration tank were covered by the cylindrical cement outer wall. Unlike other sewage treatment plants, the sewage treatment plant designed a “wearing cap” project during construction planning. “The sewage treatment environment in the plant area has been fully enclosed, and there is basically no smell in the outside of the plant. "We concentrated the odor in the pipeline and used the biological deodorization and other means of filtration to carry out harmless treatment, basically achieving no odor emission inside and outside the plant."
